My client (and at least one other person seeing the problem) run something called 'PowerBroker'. If I run an app that lets me watch what PB is doing (polmon), I see that the stall happens right at the point a rule is applied to ntskldr.exe.

Question: Is there anything about ntskldr that would cause the client to run slow for 30 seconds?

I am currently trying to determine if the list of people seeing the problem is only those running PB or if it includes other users.

Output from polmon:

Stall starts right here and lasts for just over 30 seconds

ndyncfg run in about 1 second so, again, the stall is before DCC runs.
